I can say I've replicated your example via stepping, but in normal workflow, I can't replicate both events being fired. I have to be creative and set a breakpoint, open the editor, and then modify and save it.  So perhaps the second event is being fired somehow by some action your UI tests are taking. 

However, access to the map still must be synchronized, so I've opened https://github.com/jbosstools/jbosstools-server/pull/313
