The problem smells like "tests should not be included in the JBTIS aggregate" rather than "tests should be removed from the ESB update site. As Max says, all components ought to include their tests in their own update site, so that downstream aggregations can pick them up (eg., the integration-stack-tests site).

So... this change needs to be reverted:

As to JBTIS, the issue is here:

Only ESB's org.jboss.tools.esb.test.feature is included; all other projects correctly exclude their tests from the aggregate site.
