PR to symlink /updates/webtools/mars/ to /updates/nightly/webtools/master/ for now.

Later, when we have a published milestone in /static/mars/development/updates/webtools/4.3.0.Alpha1/, per the new dir scheme in JBDS-3208, we can move the symlink to point there.
