Was partially fixed for eclipse.exe only see https://github.com/eclipse/rt.equinox.p2/blame/master/bundles/org.eclipse.equinox.p2.touchpoint.natives/src/org/eclipse/equinox/internal/p2/touchpoint/natives/BackupStore.java#L275.
