I suppose technically it's the Target Platform Definition for creation of a Discovery / Update Site for JBoss Central.

"Central" being the short name for "JBoss Central", and "target" being the short name for "target platform definition file" or "target platform update site", I'm ok with this being called "Central Target" as the abbreviated name.

Is your confusion the fact that the URL is http://download.jboss.org/jbosstools/targetplatforms/jbtcentraltarget/ rather than http://download.jboss.org/jbosstools/targetplatforms/jbtdiscoverytarget/ ? If so I suspect that would be even more confusing as the update site that Central used wouldn't have the word "central" anywhere in the URL.
