I am not sure whether this sentence is (quite) correct. Default server hostname is stored in express.conf as libra_server=hostname. There is no list of servers, just one. This configuration is mostly used by RHC - OpenShift command line tool, which store the value of libra_server after establishment of connection. Also change of default server could be performed with RHC (not just only by manual modification of config).
