Not sure, I feel that's not correct. Also according to eclipse UI guide 
http://wiki.eclipse.org/User_Interface_Guidelines#Context_Menus_2

I found it missleading - user select an application and open the context menu of application, what should he expect? I think, that just menu items with some connection to selection.
