Looks like some ancient TP was used for JBT 4.1.2. I did tested with the older TP (HEAD is now at 7f56ac6... Target Platform 4.30.5.Final) and it still works for me.

Actually, the quick fixes should be shown, but not supposed to perform any actions on WTP < 3.5.2. So for older WTP versions they are only showing a message with a proposal to update "Web Tools Platform to version 3.5.2".

Also, I've updated the proposal texts to have "Web Tools Platform to version 3.5.2" instead of just "WTP SR2".
