steps to verify:
  -  Dev Tools Debugger can be enabled via *Menu > Debug > Dev Tools...*
  - The pop-up with URL for debugging will be shown
  -  The url for debugging should be opened only in *one* browser (Debbugger is implemented via Web Socket. So if the url is opened in the one more browser, the connection will be refused)

NOTE:
      Debugger is enabled only for JavaFx Web Engine on Windows and Mac OS. Linux is  not supported for now.
