it is not cached since index.html?blablah on a url means a browser should interpret this as a new page....where as index.html#blah means it will just show index.html if it is cached and scroll to #blah.

But yeah I agree it looks weird now that it scrolls down. don't recall we had similar problem on our video page and N&N where we did the same thing in past....
