Steps:

1. PM/PgM ( [~burrsutter] [~maxandersen] ) to decide if we would rather use a non-Final version of Spring IDE 3.5 in Central than a non-working Final version of Spring IDE 3.4; OR, we could also REMOVE the part of SpringIDE 3.4 that doesn't work in Luna - see JBIDE-16545

2. If the non-Final Spring IDE 3.5 milestone or CI build is approved for inclusion, QE needs to vet the new version to determine if it works as expected.

3. Releng will then add it to the target platform and get it included in the next build of the Central discovery site, ideally in time for Beta1.

4. As new milestones are released of Spring IDE 3.5, we will revisit the above process to mirror them, QE them, and add them to Central.
