Ah, see when I read your JIRA, I assumed you meant http://tools-stg.jboss.org/whatsnew/ which HAS an index page:

So while it's true that there are no whatsnew/*/index.html pages, it's ALSO true that if you go from:

http://tools-stg.jboss.org/whatsnew/
-> Click "See What's New in 4.2.0.Alpha1" ->
http://tools-stg.jboss.org/whatsnew/jbosstools/index.html

Or, you can find 

http://tools-stg.jboss.org/whatsnew/jbosstools/4.1.1.Final.html#livereload 

So... maybe the problem is these whatsnew/*/* pages are orphans?
