What I suggest is:
1. To make ripple and inspector-front-end actual Maven projects, with their dedicated build
2. publish them to Nexus
3. Have the pom.xml tweaked to retrieve those files from Nexus instead of using Git submodules.
If those artifacts (ripple and inspector-front-end) are not supposed to be consumed in any other case, then the CI job for VPE could be tweaked to rebuild them as part of the VPE build.
