If your server is started in local mode, and launches a process,  then timeout poller is not the only thing involved in this workflow. We also listen on the process itself for a termination event. The reason we do this is in case the process is killed by a user in a terminal, for example. We need the eclipse environment to be as accurate as possible.  So if we detect that the process itself has died or terminated in any way, we set the server to stopped before the poller has a chance to wait for the full timeout. 

This is intended and is not a bug.
