[~ldimaggio], in the Installation Guide, under System Requirements I propose including a new section titled "Internet Access" or something. This would specify that a user _must_ be online once to download/cache the necessary components and then point the user to the appropriate existing sections for preparing to use JBDS in offline mode.

*What actions/tools cannot be used in offline mode and have no current workaround?* OpenShift Tools, .....
