All 0.4.0 builds are missing the linux gtk x86 plugin (and your requested earlier version has the same bug in its update site / feature.xml).

See https://github.com/angelozerr/tern.java/pull/96 and https://github.com/angelozerr/tern.java/pull/95 for two options to fix that. 

So... we need a newer 0.4.0 from [~azerr] before we can proceed here.
