Note that this PR can be tried locally, for example by:
* "mvn clean install" it
* Take a JBDS Beta3, update the jbdevstudio/studio/jbdevstudio.ini to add the following line

I could reproduce installation issue of JBIDE-17838 with current Central URL, and after applying this fix, I could install AngularJS.
[~vpakan]: would you mind to give it a try to validate this as a good fix?
