Changing my theme via XFCE menu > Settings > Settings Manager > Appearance > (from Adwaita to Xfce-orange) has fixed this problem for me on Fedora 18 w/ XFCE. I could even switch BACK to Adwaita theme and JBDS correctly displayed legible tooltips (beige bg, black text, white border, black outline).
