In my case(Fedora 20) GTK2 is default, and its actually happens. And I can reproduce only this(can share my screen to show that I cannot reproduce JBIDE-17807. Unfortunately).

It will use VpeEditorPart only for non-html pages. For html pages it will always use VPVEditorPart. But with old XulRunner we ship.
