IMO, the best way to go would be to remove the flag, and make the installer provision from both JBDS site + TP site.
Or, another approach would be to separate main JBDS site (only our bundles) and installer site (our bundles + dependencies + TestNG).

CCing [~dgolovin] since he's the one who most recently hacked the product build for a similar issue.
