What version of gtk do you have (rpm -qu | grep libgtk)?
I still think you get webkit or some special version of XULRunner.
Vlado, Radim and I have reproduced the issue on different distributions (F18, F19, F20, Ubuntu 12.04 and 14.04)

If you add -Dorg.jboss.tools.vpe.engine.xulrunner=true, JBT will always use VpeEditorPart.
