As I've mentioned before in emails lists, and on the bugzilla,  my workaround makes it much less likely that such listeners do not go missing. My workaround is not 100%. It is still possible, if I pause all threads and manually choose which thread can go in which order, to create the situation of listeners going missing.  The sequence is unlikely to occur naturally, but it is still possible. 

Is there a hard requirement? Hard to answer. The major bugs do not seem replicatable at this time, but they're still technically possible.
