Actually,  since our runtimes are now 'runtime-less' in general, and we're using wtp hacks to allow servers with or without runtimes, we are actually contributing this UI.  In normal servers, the runtime combo is above the launch configuration. For us, it's below it, because our server technically has no runtime, and then we contribute extensions to that general section that re-provide the combo.  

So we could customize it if we wanted. We could add a button or a checkbox or something, or an <empty> item to the runtime. 

Just need to know what the best UI would be.
