There was talk a little while ago about releasing the latest 0.19 snapshot to http://repository.jboss.org/nexus/content/repositories/releases/org/jboss/tools/tycho-plugins/repository-utils/ but I guess [~mickael_istria] didn't have a chance to do that before his PTO started. 

Once that's done we can update all the references in the various poms to use the 0.19.0 version instead of 0.19.0-SNAPSHOT.

Suggest we announce the change on all the various mailing lists *FIRST* as this will affect all JBT and many JBT IS projects too.
