if Safari installed SWT.WEBKIT will be default web-engine, if not - javaFx

nope. We have decided to remove option - javaFx is the only web engine for 64 bit eclipse on windows.

<Also, please can you attach a screencap of the any BrowserSim/CordovaSim preference page for Windows, where 32-bit user would specify to use Webkit or JavaFX.
Sure. For 32 bit eclipse on windows if safai installed user can switch web-engine via preference page:  !web-engine-switching.png|thumbnail!
