Len, after you get this problem you need to open Preferences Dilaog, select "Install/Update->Available Software Sites" and change JBoss Tools Target Platform - Luna URL to  http://download.jboss.org/jbosstools/targetplatforms/jbosstoolstarget/4.40.0.Beta3.

This is what Nick mentioned in his respinb availability email

Until the above target platform site is released, you will need to add it to Eclipse to resolve dependencies at install time.
