1. Yes, cdi-api-1-1.jar is present
2. I didnt know that validator will also ignore this, I thought that we might want to warn user that bean wont be discovered (due to bean-discovery-mode="annotated" ) and he should specify some scope. You can reject this JIRA if current behaviour is ok.
