Much of the process to update a .target file and validate your changes is now automated. Unless you're adding new IUs, you can just change the URLs in the .target file (eg., to switch from a Luna M7 dep to a Luna RC4 dep) and then run the script contained here to perform all the rest:

The above will even generate a p2diff report so you can see all the IUs that have changed from the previous target site to the proposed new one.
