Makes sense - circular is bad.

If we remove TestNG from JBDS Central TP, we'd have to either:
a) have a JBT Central TP, different from a JBDS Central TP, or
b) put TestNG into JBT TP so it's available to JBT Central users

I guess duplicated content in Central and JBDS is better than creating yet another TP defintion. :)
