Not sure i completely follow.

Are you saying cordova.js support is added on *any* javascript project and not just mobile tools projects ?

That seems a bit broad.

Sounds like something to enable just for projects with mobile tools nature/facet?

In general I guess best way to know if a tern module is to be enabled is wether a specific library name is found in javascript source paths or  in any folder on the project ?
