Remove the flag == always build & publish even when the upstream caused an extraneous build. The check prevents re-publishing identical bits that have not changed. 

Unless you can prove that sometimes the check fails to see that the contents HAVE changed and SHOULD have published (but doesn't) then I don't see the harm in leaving things as is.
