So it looks like aggregator is run only:
* manually (~5% of cases), or
* as a cascade of a the install-composite (~90% of cases), or
* because a change was detected on repository (~5% of cases).

In any of these case, I don't think we want to skip publication. Although I understand that current situation produces as many builds as we want, I still have the impression that this skipRevisionCheckWhenPublishing flag is never useful for aggregate so that it'd better be removed from job configuration.
