Does using JDK instead of JRE help? Replace path to JRE with JDK one in ${jbds-nstall-path}/studio/jbdevstudio.ini file and try to start JBDS again.

Do you have any output in .log files from ${workspace-path}/.metadata or ${jbds-nstall-path}/studio/configuration?
