The list of download runtimes int he first image comes primarily from jdf-stacks, but we of course apply some magic of our own to determine which to display and which not to display. Most of this magic, though, is just filtering based on what's in jdf-stacks.  jdf-stacks and stacks.yaml have an attribute called downloadURL,  and the downloadURL here comes from the same place the website gets them, mainly, the download-manager project on jboss.org. 

We spent a week or two designing a custom servlet with the help of David Hladky to handle a rest service for viewing and accepting the terms and conditions, and making sure the download succeeds. 

It should be noted that the recent commit for this issue made almost no changes at all to the first page listing the downloads, aside from checking whether a download requires an authentication workflow in order to add the extra pages into the workflow.
