What that means is that JBT 4.1.x and JBDS 7.x should be installable into any version of Kepler [0]: R [1], SR1 [2], or SR2 [3]. You can also install it into any Eclipse 4.3.x [4] if you prefer. 

But the simplest solution, if you haven't already got Eclipse 4.3 / Kepler downloaded, is to select the Kepler SR2 JEE [5] package because it includes pretty much everything you need in a single download, rather than requiring subsequent updates or additional downloads to complete the installation.
