The history shows multiple change without referring to a bug IDE. The TP was cleaned up to avoid useless dependencies and some (more precisely the birt.wtp one) got re-introduced without referring to a bug showing that they are necessary for build or installation.
[~nickboldt] For future changes, please take care of associating a change with an actual dev, build or install scenario that justifies it, ideally a Jira but just a reason in the commit message could be enough in some cases. With that it's easier for people coming back after several weeks away to see what were actually the pain points of the migration ;)
