Reason for adding stuff:

Builds were failing to resolve dependencies.

Specifically:

* ECF features and org.eclipse.equinox.concurrent  added so that JBDS could be compiled (found by Denis)
* Apache Batik 1.6.0 added so that BIRT could be compiled (JBIDE-16794)
* org.eclipse.birt.chart.integration.wtp.feature.group added so that BIRT could be compiled
