Hmm.. Package explorer's submenu also contains classes, packages, enums etc. beside of all project in bottom part of submenu. Maybe those project should not be there listed as well, but that is not my call. But you are right, eclipse himself is not fully done as it is written in guide.

Conclusion - for now we can left it as it is. If someone will feel that this is not okay (probably no one is such a stickler like me) he can reopen it.
