For central that does make sense for sure.

For new projects created with dynamic web project you *have* to have a runtime to be able to get the classpath from it thus here it makes sense.

> Yeah, I know, this sounds kind of obvious - there's no runtime, so it cannot be selected as a target runtime. On the other hand, when you create archetypes from central, there really shouldn't be anything stopping us from allowing users to select servers without runtimes. What do you think about this?
