[~mickael_istria] I've updated the release guides for Beta1 (QE staging, milestone release) to include references to both the new /updates/staging/<milestone> and /static/releases/<milestone> paths we are now using. There's still more to be done but the docs can be amended again when we push Beta1 respin-a and later publish Beta1 to production.

I've also started deleting /static/requirements/ as it's out of date and not used. If devs complain, we can put Luna and Web Tools in there as they're the largest projects which provide sources that devs might want/need.
