I am unable to replicate this.  Once I go through the download-runtimes wizard, the server that's created is using the local profile.  The results you seem to be experiencing seem to be from an RSE profile??  

To be clear, I am 100% able to use download runtimes to get an EAP 6.2, and start it, without issue. It uses the local profile, the manager-service pollers,  and the 3 checkboxes in the server editor above the profile name are all unchecked. Start and Stop seem to function completely as expected. 

Kicking back to you, Max. If you'd like, you can kick it to QE to see if they can replicate.
