Rob, you had one extra step, that's why you cannot reproduce this issue.

8) notice that runtime is pre-selected

You're not supposed to go to that second page of the wizard. You're supposed to click Finish on the first page where you have just selected the AS 7.1 server type.

How do I know the new server doesn't have a runtime? Because when I open the server editor there is a message in red in the status bar: Server JBoss AS 7.1 (1) has no designated runtime.

If I open the first server, I don't see such message.
