(This is required by the composite site build, which determines when it's time to rebuild the JBT aggregate site, so we don't want time/bandwidth pushing pointless rebuilds from Jenkins to filemgmt.)

So... we need to keep maintaining this, unless we want to instead convert the composite site install jobs to use a list of URLs rather than a single composite site. Amounts to the same thing, but the data is stored in a more readable format if in a composite site.
