so the PR fixes the use of internal URL to a public url.

What i dont like/grok is why to place it at http://download.jboss.org/jbosstools/static/targetplatforms/jbtcentraltarget/4.31.0.Final-java8/ since this content is not 4.31.0.Final-java8 of the TP. It is a patch.

How about: 
http://download.jboss.org/jbosstools/static/targetplatforms/jbtcentraltarget-patch/4.31.0.Final-java8/ ?

or 

http://download.jboss.org/jbosstools/static/targetplatforms-patch/jbtcentraltarget/4.31.0.Final-java8/

? just seems wrong to merge/bundle things together that aren't actually the same.
