Birt didn't provide a contribution that is compatible with Luna M7. Previous version of Birt (M6) doesn't work because of ICU incompatibility. As a consequence, it's not part of Luna M7 and we don't have a way to include it in out Luna-M7-based target-platform.

Current program:
# Provide a 4.40.Beta2-SNAPSHOT target platform that doesn't include Birt.
# Get all components (except Birt) to test this target-platform
# When ready to merge this TP, remove (comment) Birt from aggregate category.xml file
# Push TP change so CI starts building using the new TP
# Whenever Birt is back in, re-enable it in TP and then in aggregator.
