Then I'm unassigning it to make it clear that this is not part of my top priorities for now. So if someone else wants to take it, feel free.
This is about introducing a "skipTestRequirements" property, so that (skipRequirements || skipTests) => skipTestRequirements, and that would be used in pom files that use the download-maven-plugin or maven-dependency-plugin.
