It is now properly detected. There were 2 issues:
  1) The runtime-detection code was using a slightly different api which was marked as deprecated, so it was getting an old result. This was the primary cause. 

  2) The jpp-6.1 detector could have expanded its version range so that 6.x, would qualify... which also would have solved the issue.  

The commit fixes both.
