Reopening to encourage a respin (called 4.40.0.Beta3), because we missed a few things:

a) updated BIRT, compatible w/ M7: JBIDE-17266
b) updated m2e: JBIDE-16757, JBIDE-17306
c) updated tern.java: JBIDE-17317
