closing this - there is no mandate about being on a specific version. There is mandate the exec env is correct and there is a separate requirement that we currently builds, compiles and run on Java 7.

If your plugin needs Java 1.6 it should be set to 1.6 if it needs Java 1.7 it should be Java 1.7.
