So we've tested it on Windows (Me), Fedora ([~rob.stryker]) + smoke tested on RHEL6 ([~mmalina]), Tomcat 8 detection works as expected; Only Jenkins doesn't seem to detect it, thus failing the build.

In the Jenkins workspace, the tomcat 8 zip is properly unzipped in the target/requirements/ folder so the only thing that makes sense is if its content is borked, somehow. [~nickboldt] can you try deleting the org/apache/tomcat folder from Jenkins local repo?
